Who regulates online casinos in Lithuania?
The Gaming Control Authority under the Ministry of Finance (LPT) supervises gambling under the Law on Gaming. Its website publishes the permission list of licensed operators, the list of illegal online operators, and the self-exclusion procedure.
Is a foreign online casino legal in Lithuania?
No, unless it holds a Lithuanian licence and the relevant gaming activity permit. The Law on Gaming defines an illegal gaming operator as one that operates games without a licence and the relevant permit (Article 2(23)). Under Article 207(1), LPT can order Lithuanian electronic communications providers to remove access to information used for illegal gambling, which is why some sites are blocked.
LPT also warns that if a foreign operator without a Lithuanian licence refuses to pay you, it cannot take enforcement action. You would have to go to the authority that licensed the operator abroad.
How to check an operator
- Check LPT's Permission list for the company and the remote-gaming permit.
- Check that the site is not on LPT's list of illegal online gambling operators.
Self-exclusion
- Apply to the register of persons restricted from participation in gaming. Lithuanian citizens can apply online at nebenoriu-losti.lt with e-banking or an e-signature. Foreigners can apply in person at LPT's office at Ukmergės g. 222, Vilnius.
- You must be 18 or over to apply. The minimum period is 6 months and the maximum is 99 years. If you do not choose a period, 2 years is applied automatically.
- The restriction applies throughout Lithuania with all gaming companies registered there.
Age
The Law on Gaming sets minimum ages, which differ by type of gaming and have been amended in recent years. Check LPT's current guidance for the age that applies to online gaming before you register.
Complaints and help
- Complain to the licensed operator first, then to LPT.
- Use the self-exclusion register if you need a break.
