Who regulates online casinos in Portugal?
Decree-Law 66/2015 created the legal regime for online games and betting (Regime Jurídico dos Jogos e Apostas Online, RJO). It gave Turismo de Portugal, through the gaming committee and the Serviço de Regulação e Inspeção de Jogos (SRIJ), the power to "control, inspect and regulate" online games and betting. The same body grants, extends, suspends and revokes online licences.
Is a foreign online casino legal in Portugal?
Only operators licensed in Portugal may offer online gambling there. Licensed operators use a .pt domain and appear on the SRIJ's list of licensed entities. A licence from another country does not count. The SRIJ also works with the communications regulator, ANACOM, on illegal online gambling.
How to check an operator
- Go to the SRIJ website and open the list of licensed entities and domains.
- Match the company and the exact web address.
- Check that the licence covers casino games, not only sports betting.
Age and self-exclusion
- Age. Online gambling in Portugal is for adults. Licensed operators must verify players' identity and age at registration. Gambling advertising may not target minors.
- Self-exclusion. The SRIJ maintains records of people who are barred from gambling voluntarily, administratively or by court order. You can apply to the SRIJ for self-exclusion, and licensed operators must also offer limits.
